Design Review Engineer - Bridges, Major Drainage, and Structural Works
Organizational Context
The Asia Pacific Regional Office oversees UNOPS operations across 17 countries, focusing on high performance and operational excellence. The Afghanistan Country Office (AFCO) has shifted its focus to supporting life-saving initiatives and basic human needs, managing large-scale cash-for-work programs and procuring emergency supplies. This role operates within the context of supporting these critical development and humanitarian efforts.
Job Purpose
The purpose of this assignment is to provide competent, independent, and timely technical assurance for assigned Group 2B site-specific designs. This involves verifying compliance with approved model design parameters, applicability guidance, and relevant codes and standards. The role ensures designs are supported by adequate site-specific information and calculations, are coordinated across all project documents, and are safe, functional, practical for construction, and suitable for the Afghan operating context. The ultimate goal is to recommend acceptance, return for correction, or escalation of designs, providing independent assurance without assuming the designer's responsibility.
Responsibilities
The Design Review Engineer is responsible for conducting independent technical reviews of infrastructure designs, including bridges, major drainage, and structural works. This involves reviewing design drawings, technical specifications, and Bills of Quantities (BOQs) for accuracy, compliance with codes and standards, and suitability for the local context. The role requires checking the completeness and reliability of site information, verifying the applicability of model designs, and reviewing engineering calculations and assumptions. Constructability, maintenance implications, and suitability for local materials and skills are assessed. The engineer must identify safety-critical issues, provide clear and actionable comments, and review designers' responses. Coordination with focal points, attendance at technical meetings, and potential site visits are also required. Maintaining complete and confidential records is essential.
Work Experience
A minimum of three years of direct design experience relevant to the technical category is required, with independent design-review experience counting towards overall experience. Demonstrated responsibility for engineering calculations, design decisions, or technical reviews is necessary. Experience in Afghanistan or similar countries is advantageous. Experience with UNOPS or other international development organizations is desirable.
