ICT Senior Analyst - ICT Project Management
Organizational Context
UNOPS operates in Latin America and the Caribbean, delivering high-impact solutions for sustainable development, focusing on resilient infrastructure and public health. The Southern Cone Multi-Country Office in Brazil supports national priorities across Argentina, Paraguay, and Uruguay, enhancing institutional capacities and promoting inclusive infrastructure development. The role is within the National Secretariat for Civil Protection and Defense (SEDEC) in Brazil.
Job Purpose
The Senior ICT Analyst is crucial for enhancing the technological and operational capabilities of Brazil's National Secretariat for Civil Protection and Defense (SEDEC). The primary focus is modernizing the Integrated Disaster Information System (S2ID 4.0) and developing complementary solutions like offline-first mobile applications. This role acts as a strategic liaison between SEDEC's requesting units and the contracted software development team, responsible for refining and structuring technological requirements. This includes mapping complex processes, in-depth requirements analysis, drafting user stories, defining business rules, and establishing rigorous acceptance criteria. The analyst will manage the product backlog, ensuring clear, functional, and traceable scope for critical operational modules, thereby mitigating risks and ensuring software development aligns with national disaster management needs.
Responsibilities
The Senior ICT Analyst is responsible for conducting intensive information gathering, interviews, and workshops with SEDEC focal points to analyze functional contexts and technical inputs for S2ID 4.0. This includes consolidating existing documentation into a consistent technical-functional baseline. The role involves mapping and documenting processes, workflows (BPMN), states, deadlines, and dependencies, with an initial focus on the Protocol-FIDE-Recognition module. Responsibilities extend to building, organizing, and prioritizing the epic backlog and core packages, ensuring sufficient detail for specification, execution, and acceptance. The analyst will draft user stories and functional/non-functional system requirements, maintaining a traceability matrix, and defining clear, testable acceptance criteria in collaboration with other technical roles. Support for the project validation workflow in a hybrid model is also key, aiming to break down information silos and ensure deliverables meet Civil Defense needs.
