Organizational Context

The UNOPS Austria Multi-Country Office (AUMCO) supports operations across 12 countries in South-East Europe, Türkiye, the South Caucasus, and Central Asia, delivering technical expertise and sustainable infrastructure solutions. The Albania office, established in 2020, focuses on improving economic and social conditions, including the digital transformation of the justice sector and rehabilitation of cultural heritage sites.

Job Purpose

This role serves the "EU for Property Rights" project, providing crucial technical advisory and support to the Senior Project Manager. The primary purpose is to ensure the successful implementation of the project's technical components, specifically focusing on the modernization of Albania's land administration system. This involves enhancing land governance, transparency, and economic development through the transformation of cadastral records and the implementation of an EU-compliant Land Parcel Identification System (LPIS). The position contributes directly to improving property rights, ensuring legal certainty, and aligning Albania's systems with EU standards, ultimately fostering economic growth and sustainable land management.

Responsibilities

Key duties include documenting data sources, workflows, and exchange protocols for cadastral and land management systems. The role involves analyzing spatial data to identify gaps and discrepancies, and advising on the integration and compatibility of GIS data across national platforms like SCA and e-Albania. Responsibilities extend to addressing system integration and data interoperability issues, coordinating with stakeholders on geospatial data sharing, and ensuring quality assurance for digitization and geospatial processing. The advisor will review and improve operational manuals, provide technical inputs for project reports, and advise on technical specifications for tenders. They will also guide the validation of contractor deliverables, advise on the LPIS framework, participate in technical working groups, and deliver capacity building and training for stakeholders.

Work Experience

A minimum of 7 years of progressive experience is required in GIS software, cadastral data management, digital workflows, and IT systems. Experience working with national authorities, government agencies, and international donors in EU accession countries is advantageous. Familiarity with EU regulations and standards for geospatial data is preferred, as is previous work on EU accession processes and experience with digitalization in property rights and land administration.
