UNOPS operates across 23 countries in Latin America and the Caribbean, focusing on sustainable development through infrastructure, public health, and institutional capacity building. The Barbados Country Office serves as a hub for 17 Caribbean Small Island Developing States (SIDS), supporting their development priorities and fostering regional collaboration. The Caribbean Resilient Infrastructure Implementation and Skills Exchange (RIISE) Facility is a key initiative within this context.

Job Purpose

The Gender Equality and Social Inclusion (GESI) Officer will ensure that GESI principles are integrated into the planning, implementation, monitoring, and reporting of the RIISE Facility. This role is crucial for translating GESI commitments into practical project management actions, strengthening consistency between project activities and operational documentation. The officer will provide technical expertise, conduct reviews, develop guidance, and support capacity-building initiatives to promote inclusive, context-responsive, and sustainable infrastructure development across the Eastern Caribbean. The position contributes to meeting international commitments and advancing the Sustainable Development Goals through practical, results-driven support.

Responsibilities

The GESI Officer will support the RIISE Secretariat by tracking GESI commitments, requirements, and reporting responsibilities. This includes providing technical inputs to work plans, operational guidance, and reports, and translating GESI commitments into actionable steps with clear milestones and evidence requirements. The role involves reviewing project documents and processes for GESI consistency, recommending adjustments, and supporting the definition and monitoring of GESI indicators. The officer will contribute GESI perspectives to risk management, safeguards, stakeholder engagement, and M&E processes, and maintain evidence of GESI implementation. Responsibilities also include developing practical tools, supporting capacity-building activities, and participating in relevant meetings and consultations. Additionally, the officer will review technical assistance requests from a GESI perspective, document lessons learned, and perform other advisory functions to ensure compliance and accountability.

Work Experience

Required experience includes work in gender equality, gender mainstreaming, social inclusion, or diversity and inclusion. Experience in providing technical advice or contributing to the design, implementation, monitoring, or reporting of development projects is also required. Desirable experience includes conducting GESI analyses, integrating GESI into infrastructure projects, knowledge of Canada's gender equality framework, developing GESI tools, and working with international organizations or in the Caribbean.
