The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. The Geneva office facilitates the 2030 Agenda and SDGs by providing integrated solutions and management support to partners. This role contributes to strengthening the Portfolio Management Office (PMO) by embedding specialized Program Monitoring and Assurance (PMA) services to mitigate grant implementation risks.
Job Purpose
This role leads the strategic design, implementation, and management of Program Monitoring and Assurance (PMA) services within the UNOPS GVA portfolio. As a technical authority, it adapts operational policies and best practices to program needs, offering high-level risk guidance and overseeing specialized service delivery. The primary objective is to proactively mitigate downstream grant implementation risks, ensuring efficient and high-quality assurance and monitoring activities. This function strengthens program capacity, promotes standardized approaches, and enhances donor confidence in UNOPS GVA's program delivery and assurance capabilities, ultimately supporting the achievement of the Sustainable Development Goals.
Responsibilities
The Coordinator- Program Monitoring and Assurance will lead the consolidation and development of PMA services, including identifying new service offerings, developing Standard Operating Procedures (SoPs) and Terms of Reference (ToRs), and establishing consultant rosters and Long-Term Agreements (LTAs) in collaboration with HR and Procurement units. This role also leads the delivery of PMA services, overseeing promotion, planning, coordination, and quality control. It involves advising programs on best practices, developing technical and financial proposals, monitoring delivery progress, and ensuring quality control frameworks for all PMA assignments. Additionally, the role supports capacity building activities across the GVA portfolio, drives the adoption of lessons learned, and promotes the optimal use of relevant UN portals.
Work Experience
A minimum of 5 years of experience is required in project management, grant management, financial management, or risk management, with specific experience in coordinating program monitoring and quality assurance services. Experience in directly managing experts, including recruitment and talent retention, is also required. International procurement experience, particularly in the health sector, and experience building stakeholder relationships are desirable.
