Procurement Senior Officer

Job Purpose
The Procurement Senior Officer is responsible for leading and implementing strategic and effective procurement services that align with international best practices and UNOPS regulations. This role ensures compliance, manages risks, and achieves optimal value for money in acquiring goods, services, and works. The officer analyzes complex procurement issues, provides expert advice, and possesses a deep understanding of procurement policies and processes. Key contributions include strategic relationship building, demand management, business case preparation, supply market analysis, and knowledge sharing to drive cost reductions and savings across projects. The role emphasizes ethical conduct, collaboration, client focus, and results-orientation, reporting to management on procurement activities.
Responsibilities
Procurement Operations: Execute procurement activities adhering to UNOPS rules, regulations, policies, and strategic frameworks. Maintain a client-focused system with effective internal controls. Collaborate with project managers on procurement plans and strategies incorporating sustainability and value-for-money. Manage all phases of the procurement lifecycle, from strategic planning and sourcing to contract finalization, logistics, and management. Develop and maintain supplier rosters. Procurement Process Management: Prepare and monitor procurement plans aligned with project timelines and objectives. Review and validate requirements for clarity and suitability. Coordinate solicitation processes (RFQs, ITBs, RFPs) and the evaluation of submissions. Negotiate contract conditions and prepare submissions for Contract and Property Committees. Manage supplier information in the ERP system, monitor contractor performance, and provide solutions for procurement issues. Draft Long-Term Agreements and purchase orders. Knowledge Building: Organize and deliver training on procurement. Contribute to knowledge networks by sharing lessons learned and best practices.
Work Experience
Requires experience in advising on and implementing complex procurement programs and strategies within international or multinational organizations. Proficiency in collaboration tools (e.g., MS Office, G-Suite) and web-based management systems is essential. Experience in multicultural environments or UN system organizations in developing countries, and in development or humanitarian contexts, is desirable.
