Job Purpose
The Senior Procurement Associate provides efficient and timely procurement and contract administration support to various programs managed by the UNOPS office in Madagascar. This role emphasizes a quality, client, and results-oriented approach to ensure compliance with UNOPS procurement rules, regulations, policies, and strategies. The incumbent collaborates with procurement staff, program support officers, technical advisors, and portfolio managers, working with minimal supervision. The primary goal is to facilitate the smooth execution of procurement operations by offering reliable support, advice, and services related to contracts, processes, and stakeholder collaboration, ultimately contributing to the successful delivery of UNOPS projects.
Responsibilities
The Senior Procurement Associate is responsible for supporting procurement transactions, including implementing sustainable development measures, ensuring complete contract and property committee submissions, and verifying documentation for purchase orders and contracts. This includes conducting market research using UN Global Marketplace and other sources, maintaining and updating local vendor databases, and generating status reports. The role involves planning procurements by collaborating with project staff on procurement plans, monitoring purchase orders, and providing guidance on the provision of goods, works, and services. Responsibilities also extend to preparing specifications for equipment and materials, liaising with suppliers for timely delivery, investigating and resolving post-order issues, and preparing monthly procurement reports. Furthermore, the associate supports tender processes by establishing vendor shortlists, preparing and publishing solicitation documents, and collaborating with clients to evaluate bids and prepare award analyses for submission to contract committees. Contract administration includes tracking contract signings, engaging funds in the ERP system, disseminating award announcements, and maintaining contract and vendor databases. The role also involves contributing to knowledge management by organizing training and sharing best practices.
Work Experience
Required experience includes working in procurement or related fields, and proficiency with collaboration and productivity tools (e.g., MS Office, G-Suite) and web-based management systems. Experience in multicultural environments, within UN system organizations in a developing country, or in development/humanitarian aid is desirable.
