Organizational Context

The UNOPS Middle East Region (MR) provides strategic leadership and operational support across Iraq, Jordan, Lebanon, Syria, Yemen, and the State of Palestine. It aims to position UNOPS as a key development partner by engaging with regional bodies, UN mechanisms, banks, and donors. The Amman Multi-Country Office (MCO) specifically supports partners in delivering solutions for development, peace, and humanitarian challenges through infrastructure, procurement, and project management services.

Job Purpose

The Civil Engineer is responsible for managing and supervising infrastructure works executed by implementing partners and contractors. This role coordinates daily design, construction, and procurement activities, ensuring projects meet timelines, budgets, and quality standards. The Civil Engineer integrates best practices in technical design and construction management throughout the project lifecycle, from planning to handover. A key aspect of the role is upholding strict compliance with Health, Safety, Social, and Environmental (HSSE) standards, as well as Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH) requirements. The incumbent must demonstrate strong technical expertise, proactive resource management, and ensure integrity, transparency, and effective stakeholder coordination in all civil engineering activities.

Responsibilities

Manage and supervise civil engineering projects from design to completion, ensuring alignment with project requirements, timelines, and budgets. Support project planning, scheduling, and implementation of rehabilitation and construction activities. Review and provide input on design briefs, technical documentation, BoQs, and cost estimates, ensuring compliance with international standards and UNOPS guidelines. Conduct on-site technical assessments and inspections to verify adherence to quality standards and project specifications. Monitor contractors' and implementing partners' work for quality, cost-effectiveness, and timely delivery. Ensure full compliance with UNOPS HSSE policies, environmental safeguards, and PSEAH standards, identifying and mitigating related risks. Maintain accurate records of site activities, inspections, and progress, submitting timely reports and supporting project closure documentation.

Work Experience

Requires relevant experience in civil engineering, structural works, construction technology, or construction supervision and monitoring. Experience working in multicultural environments or UN system organizations in a developing country is desirable, as is experience in development or humanitarian contexts.
