Organizational Context

The UNOPS Middle East Region supports operations across seven countries, focusing on delivering sustainable solutions to complex development, peace, and humanitarian challenges. The Amman Multi-Country Office (MCO) provides strategic and operational support, working with governments and UN agencies to advance Sustainable Development Goals. The Nexus Response Mechanism (NRM) programme in Syria, funded by the EU, aims to strengthen resilience and support recovery through an integrated approach, with a focus on infrastructure rehabilitation.

Job Purpose

The Civil Engineer is responsible for managing and supervising infrastructure works implemented by partners and contractors, ensuring projects are delivered on time, within budget, and to the highest quality standards. This role coordinates daily design, construction, and procurement activities, embedding best practices in technical design and construction management throughout the project lifecycle. The incumbent must uphold strict compliance with Health, Safety, Social, and Environmental (HSSE) standards and Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH) requirements. Strong technical expertise, proactive resource management, and a commitment to integrity, transparency, and effective stakeholder coordination are essential for all civil engineering activities undertaken.

Responsibilities

Manage and supervise civil engineering projects from design to completion, ensuring alignment with project requirements, timelines, and budgets. Support project planning, scheduling, and implementation of rehabilitation and construction activities. Review and provide input on technical documentation, BoQs, and cost estimates, ensuring compliance with international standards and UNOPS guidelines. Conduct on-site technical assessments and inspections to ensure construction work adheres to quality standards and project specifications. Monitor contractors' performance, ensuring quality, cost-effectiveness, and timely delivery. Ensure full compliance with UNOPS HSSE policies, environmental safeguards, and PSEAH standards. Maintain accurate records of site activities, inspections, and progress, submitting timely reports. Support project closure through commissioning, handover, and archiving of construction documentation. Participate in knowledge-sharing initiatives and contribute to learning sessions.

Work Experience

Requires relevant experience in civil engineering, structural works, construction technology, or construction supervision and monitoring. Experience working in multicultural environments or UN system organizations in a developing country is desirable, as is experience in development or humanitarian contexts.
