Organizational Context
The UNOPS Austria Multi-Country Office (AUMCO) in Vienna supports operations across 12 countries in South-East Europe, Türkiye, the South Caucasus, and Central Asia. It delivers technical expertise, operational support, and sustainable infrastructure solutions. This role is part of a GEF-funded project focused on hazardous waste management in Central Asia, specifically involving design and construction of containment works in Kyrgyzstan and Tajikistan.
Job Purpose
The Civil Engineer is crucial for the successful delivery of infrastructure projects, ensuring they meet defined parameters for time, cost, quality, scope, risk, and benefit. This role involves assisting in project assessments, preparing Bills of Quantities (BoQs) and bid documents, supervising on-site construction, and conducting technical evaluations. The incumbent provides essential technical expertise, promotes best practices in construction management, and upholds high standards of consistency and quality in project outputs, directly contributing to organizational performance goals and overall project success within the hazardous waste management initiative.
Responsibilities
Key responsibilities include supporting project planning by preparing implementation plans, BoQs, cost estimates, and schedules, and providing technical input for feasibility studies and design development. The role involves assisting in tender document preparation and bid evaluations. Crucially, the Civil Engineer will supervise day-to-day construction activities, verify material quantities, monitor site activities, and ensure compliance with health, safety, social, and environmental (HSSE) standards. This includes overseeing contractor performance, quality control, and resolving technical issues. The position also requires monitoring progress against KPIs, preparing progress and handover reports, identifying and mitigating risks, and collaborating with project managers and stakeholders. Additionally, the role supports knowledge-sharing initiatives and training sessions.
Work Experience
Required experience includes civil engineering, structural works, construction technology, and construction supervision and monitoring. Experience working in multicultural environments or with UN system organizations in a developing country is desirable, as is experience in development or humanitarian contexts.
