Organizational Context

The Asia Pacific Regional Office oversees UNOPS operations across 17 countries, focusing on high performance and alignment with organizational goals. The South Asia Multi-Country Office (SAMCO) supports operations in six countries, providing expertise in areas like climate change, WASH, infrastructure, and procurement. UNOPS Bangladesh has partnered with the Government of Bangladesh since 2003 on SDG-aligned projects, leveraging expertise in procurement, HR, finance, and project management.

Job Purpose

The Partnerships Specialist - Liaison is responsible for independently managing partnership projects and programs with the Government of Bangladesh, adapting strategies to meet evolving needs. This role provides authoritative advice on policies and procedures, solves complex problems, and maintains strong client relationships to ensure reliable service delivery. The primary objective is to expand UNOPS' portfolio in Bangladesh by strengthening relationships with priority government ministries, particularly in infrastructure, procurement, project management, and financial management, aligning government policy priorities with UNOPS' strategic business plan.

Responsibilities

The Specialist will liaise with Government of Bangladesh (GoB) counterparts to identify and develop program opportunities, focusing on procurement, infrastructure, project management, and fund management. This includes developing and strengthening strategic partnerships, pursuing business opportunities, and solidifying relationships between UNOPS and the GoB. The role involves coordinating and communicating UNOPS' value addition to stakeholders, providing technical inputs for proposals, and assisting in the identification, design, formulation, and negotiation of new projects. Support will be provided to secure GoB support for new initiatives and advise on strategies to obtain it. Additionally, the Specialist will assist ministries with quality assurance of project documents and undertake other partnership duties as required.

Work Experience

A minimum of five years of experience in government liaison, with a focus on project or policy development, is required. Experience coordinating work between diverse sectors and stakeholders, particularly within government networks, and a proven track record of establishing and maintaining strong working relations with senior government officials are essential. Prior experience in quality assurance, UN system experience, and project design are desirable.
