Organizational Context

Job Purpose
The Civil Engineer is responsible for managing and supervising infrastructure works implemented by partners and contractors, ensuring projects are delivered on time, within budget, and to the highest quality standards. This role coordinates daily design, construction, and procurement activities, embedding best practices in technical design and construction management throughout the project lifecycle. The incumbent must uphold strict compliance with Health, Safety, Social and Environmental (HSSE) standards and Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) requirements, demonstrating strong technical expertise, proactive resource management, and ensuring integrity, transparency, and effective stakeholder coordination.
Responsibilities
Manage and supervise civil engineering projects from design to completion, ensuring alignment with project requirements, timelines, and budgets. Support project planning, scheduling, and implementation of rehabilitation and construction activities. Review and provide input on technical documentation, BoQs, and cost estimates, ensuring compliance with international standards. Conduct on-site technical assessments and inspections to ensure construction adheres to quality standards and project specifications. Monitor contractor performance, verify quantities, and review technical submittals. Ensure full compliance with UNOPS HSSE policies, environmental safeguards, and PSEAH standards. Maintain accurate records of site activities and progress, submitting timely reports and supporting project closure through commissioning and handover.
Work Experience
Requires relevant experience in civil engineering, structural works, construction technology, or construction supervision and monitoring. Experience working in multicultural environments or UN system organizations in a developing country, particularly in development or humanitarian contexts, is desirable.
