Job Purpose
The Finance Officer is responsible for the effective delivery of financial management, monitoring, and compliance services, adhering strictly to UNOPS Financial Regulations and Rules. This role leads budget development and monitoring, treasury and cash management, accounting oversight, and financial reporting. The Finance Officer provides crucial analytical and advisory support to management, ensuring financial integrity, cost-efficiency, and timely decision-making across the project portfolio. This position is vital for maintaining the financial health and operational effectiveness of UNOPS projects in Madagascar.
Responsibilities
The Finance Officer will implement UNOPS operational strategies, ensuring full compliance with financial regulations, policies, and donor requirements. This includes maintaining robust internal controls and risk management frameworks. Key duties involve leading budget preparation, consolidation, and monitoring for projects and administrative operations, conducting variance analysis, and providing early warnings on deviations. The role also oversees treasury and cash management to ensure liquidity and accurate fund allocation, prepares cash flow forecasts, and manages banking relationships. Furthermore, the Finance Officer ensures the accuracy and compliance of financial transactions, commitments, and payments, reviews and approves payment requests, and manages accounts receivable and payable. Financial reporting is a core responsibility, including preparing and analyzing monthly, quarterly, and annual reports for management and donors, and supporting year-end closing processes. The role also contributes to knowledge sharing and training on financial matters.
Work Experience
Required experience includes project financial management, budgeting, cash management, and financial reporting. Proficiency in collaboration tools (MS Office, G Suite) and online management systems is essential. Experience working in multicultural environments or within the UN system in a developing country, particularly in development or humanitarian contexts, is desirable.
