Organizational Context
UNOPS Myanmar, a leading office in Asia, manages significant development programs and provides essential services to partners. The Finance Unit, within the Support Services Department, is crucial for delivering financial services across all UNOPS operations in Myanmar, comprising over 75 personnel. This role is based in Yangon, with an initial temporary assignment in Bangkok pending visa approval.
Job Purpose
The Head of Finance is pivotal in ensuring the effective management and financial integrity of UNOPS Myanmar. This role involves stewarding organizational resources, maintaining robust financial controls, and ensuring compliance with UNOPS rules and regulations. It enables prudent financial resource management and fosters informed engagement on financial matters to support the UNOPS Myanmar strategy. Furthermore, the position serves as the Deputy to the Head of Support Services, guaranteeing operational continuity and providing strategic support to the broader Support Services Unit, thereby contributing to overall organizational effectiveness and impact.
Responsibilities
The Head of Finance provides strategic and technical advice to senior management and project teams, focusing on financial performance, cost reduction, and budget proposals. This includes reviewing financial data, developing cost estimates, and participating in project acquisition to ensure efficient financial implementation. The role is responsible for managing financial operations, including accounts payable/receivable, payroll, and local budgets, ensuring adequate controls and compliance with UNOPS and donor requirements. Key duties involve leading monthly/quarterly/annual financial closures, managing audits, and establishing effective banking arrangements. Additionally, the Head of Finance develops and implements financial management SOPs, enhances internal capacity through training, and synthesizes best practices. As Deputy Head of Support Services, the role ensures operational continuity and provides cross-functional support. Leadership responsibilities include overseeing the Finance Unit, setting objectives, managing performance, and fostering a positive, collaborative work environment.
Work Experience
Requires a minimum of 2 years of experience in supervising and managing teams, along with extensive experience in financial management, budget management, and accounting. Knowledge of international accounting and financial reporting standards is essential. Experience in other operational areas like HR or procurement is also required. Experience in multicultural environments or UN organizations is desired.
