The specialist will provide crucial legal analysis and advisory support, ensuring project activities align with national laws and EU regulations, and contribute to capacity building for national institutions.
Job Purpose
The Project Management Support Specialist provides authoritative legal analysis and advisory support to a project team focused on Albania's land administration reform. This role independently manages legal aspects, adapting policies to evolving needs in property rights and land administration. The primary objective is to ensure strict compliance with national and EU regulations, thereby facilitating Albania's land governance reform and its broader objectives of harmonization with EU frameworks and accession.
Responsibilities
The Specialist provides legal analysis on national laws, regulations, and policies relevant to project activities, identifying gaps and risks, and proposing amendments. They monitor developments in property rights and land management, ensuring alignment with current standards and EU regulations. The role contributes to solution design by offering legal insights, evaluating legal barriers to cadastral processes, and supporting business process reviews for efficiency and transparency. Additionally, the Specialist assists in risk assessment, due diligence, and documentation of legal advice, focusing on local law within the project's scope.
Work Experience
Requires at least 5 years of experience in legal analysis and advising on national laws, specifically concerning property rights and land administration. Familiarity with Albania's legal system and property framework is essential. Technical understanding bridging cadastral operations and legal requirements is also necessary.
