Organizational Context

UNOPS Middle East Region (MR) supports operations across Iraq, Jordan, Lebanon, Syria, and Yemen, fostering partnerships to address complex development, peace, and humanitarian challenges. The Amman Multi-Country Office (MCO) delivers solutions in infrastructure, procurement, and project management. The Nexus Response Mechanism (NRM) programme in Syria, funded by the EU, focuses on resilience and recovery through infrastructure rehabilitation, particularly water supply and irrigation.

Job Purpose

The Electrical Engineer applies fundamental electrical engineering principles to support infrastructure projects within the Nexus Response Mechanism (NRM) in Syria. This role involves gathering and analyzing technical data to assist project managers and specialists in the design, supervision, and documentation of electrical systems, including power supply, pumping, and solar energy systems. The position is crucial for ensuring that all electrical system designs meet high-quality standards, comply with technical requirements, and adhere to international standards and Health, Safety, Security, and Environment (HSSE) guidelines, contributing to the sustainable recovery and livelihood restoration efforts in the region.

Responsibilities

The Electrical Engineer will support needs assessments and contribute to the preparation, verification, and review of electrical systems designs, including power supply, solar PV, and control systems. This includes preparing and reviewing technical specifications, scopes of work, bills of quantities, cost estimations, and drawings, as well as contributing to tender documents and proposal evaluations. The role involves performing site inspections, preparing detailed reports, and overseeing contract deliverables to ensure compliance with international standards. Additionally, the engineer will contribute to project planning, scheduling, system testing, commissioning, and handover processes. Responsibilities also include ensuring contractors adhere to quality and HSSE plans, documenting meetings, analyzing project progress, and preparing high-quality AutoCAD drawings and site records.

Work Experience

A minimum of two years of experience is required in the design or supervision of electrical systems works, including experience in designing solar photovoltaic (PV) systems and proficiency in AutoCAD. Experience with MS Office Suite, scheduling software, and previous work with international organizations or UN agencies is desirable. Specific experience in water supply infrastructure and the Syrian context is also advantageous.
