Organizational Context
The Water, Environment and Climate (WEC) portfolio, part of UNOPS Global Portfolio Office, manages a significant portfolio supporting climate action and environmental conservation. The Initiative for Climate Action Transparency (ICAT) within UNOPS assists developing countries in building robust transparency frameworks for effective, evidence-based climate policies, aligning with the Paris Agreement and national development priorities.
Job Purpose
The Technical Specialist will enhance the accessibility, usability, and practical application of the ICAT Toolbox for developing countries. This role involves reviewing and mapping existing ICAT tools and guides, assessing their relevance to country needs, and identifying opportunities for methodological improvements. Under the guidance of the Technical Advisor, the specialist will provide evidence-based recommendations to empower countries to effectively utilize ICAT resources for developing and implementing transparency frameworks crucial for the Paris Agreement.
Responsibilities
The primary responsibility is to conduct a comprehensive review and mapping of the ICAT Toolbox, which comprises over 40 tools and guides covering greenhouse gas impacts, sustainable development, climate finance transparency, just transitions, and adaptation monitoring. This involves assessing the toolbox's alignment with ICAT's strategy and country needs, identifying gaps, and evaluating its complementarity with other available resources. The role includes synthesizing country needs, analyzing the toolbox's functionalities and outputs, and documenting linkages between tools. Recommendations for further development, including enhancing coverage, updating existing resources, and improving presentation for better usability and visibility, are key deliverables. The consultant will also develop an approach for organizing and presenting the toolbox and provide support for other related activities.
Work Experience
Required experience includes work in climate change within developing country contexts. Desired experience involves methodological work such as developing or applying tools and guides related to climate action or transparency, and experience in drafting reports and publications on these topics.
