Organizational Context
The Water, Environment and Climate (WEC) portfolio, part of UNOPS' Global Portfolio Office, manages over $500 million in initiatives supporting climate action and environmental conservation. The NDC Partnership is a global coalition of over 250 members (countries and institutions) working to implement ambitious climate action aligned with the Paris Agreement. The Partnership's support unit is jointly hosted by WRI, UNOPS, and UNFCCC.
Job Purpose
This role serves as the NDC Partnership's in-country interface, facilitating communication and coordination between Gabon and other Partnership members. The Facilitator plays a crucial role in the smooth implementation of the country engagement process. This involves supporting ongoing coordination efforts between the NDC Partnership Support Unit, various Partnership members, and the Gabonese government. The position is key to harmonizing efforts and ensuring effective collaboration towards achieving national climate goals and implementing the Nationally Determined Contribution (NDC). The role is instrumental in bridging the gap between national priorities and international support mechanisms.
Responsibilities
The Facilitator is responsible for coordinating and communicating with key stakeholders, ensuring timely sharing of information related to NDC Partnership engagement. This includes facilitating regular coordination and information exchange among in-country partners to leverage their respective strengths in support of the implementation plan. The role involves operationalizing the NDC implementation plan by collaborating with the NDC Partnership Support Unit and focal points to manage and update the plan in online tools, and identifying and tracking implementing partners. Furthermore, the Facilitator will support the operationalization of the NDC implementation plan by developing an annual work plan and documenting changes in the operational context. Resource mobilization is a key function, supporting the government in tracking and mobilizing partner financing to address support gaps for NDC implementation. The Facilitator will also monitor and evaluate the implementation progress of the NDC implementation plan, coordinate periodic partner reporting, and prepare quarterly progress reports. Finally, the role includes organizing and supporting meetings related to the NDC, facilitating multi-stakeholder dialogues, and assisting the government in preparing for relevant climate events.
Work Experience
Relevant experience in climate change, project management, or related areas is required. Experience working in multicultural environments or with UN system organizations in a developing country is desirable.
