Organizational Context
The UNOPS Water, Environment and Climate (WEC) portfolio, part of the Global Portfolio Office, manages over $500 million in projects supporting climate action, environmental protection, and conservation. It operationalizes partner agendas through global, regional, and national initiatives, aligning with multilateral agreements like the Paris Agreement and SDGs. The NDC Partnership, a global coalition of countries and institutions, accelerates climate action by supporting Nationally Determined Contributions (NDCs).
Job Purpose
The NDC Partnership Country Engagement Coordinator serves as the primary liaison between the country and the NDC Partnership, facilitating the country engagement process. This role is crucial for the smooth implementation of climate action strategies in Mauritania. The coordinator supports ongoing coordination efforts between the NDC Partnership Support Unit, various partners, and the Mauritanian government. By bridging communication and ensuring alignment, the position plays a key role in advancing Mauritania's climate commitments and fostering collaborative efforts towards sustainable development and climate resilience, directly contributing to the country's NDC implementation and Paris Agreement goals.
Responsibilities
The role involves strategic coordination and stakeholder engagement, supporting the government in implementing inclusive institutional frameworks for climate action and integrating climate priorities into national planning, budgeting, and international cooperation processes. This includes identifying and mapping key national actors and development partners, maintaining contact information, and tracking relevant projects. The coordinator will inform and collaborate with implementing and development partners to ensure targeted programming and harmonized support, avoiding duplication and ensuring complementary planning. Resource mobilization is another key function, assisting government bodies in preparing resource mobilization tools like Request Support Letters (RSLs) and concept notes, aligned with national development plans and NDCs. Facilitating matchmaking and coordination between government entities and partners ensures effective technical assistance and resource delivery. The position also entails facilitating and monitoring the implementation of NDCs and Long-Term Low-Emission Development Strategies (LT-LEDS), organizing coordination meetings, and contributing to knowledge products. Finally, the role includes strengthening governmental institutional capacities through training on climate priorities and NDC Partnership engagement tools.
Work Experience
Requires at least 5 years of experience in the public and/or private sector, focusing on climate change, project management, stakeholder and donor engagement, or proposal development. Experience with multilateral, national, and local governance processes related to climate change, policy, or NDCs is essential. Familiarity with the national context of climate change policy frameworks is also required.
