Job Purpose
The Grants Management Senior Officer will support the Senior Project Manager in the EU-ISEY project, which aims to transform Senior Secondary Education (SSE) in The Gambia. This initiative focuses on enhancing quality, inclusivity, and equity to empower youth, particularly girls and marginalized groups, and encourage teaching careers. The role is crucial for increasing enrollment, improving educational quality with a focus on STEM and digital literacy, and boosting female representation in the teaching workforce. The officer will monitor project engagement and the implementation performance of delivery partners, ensuring alignment with EU strategic frameworks and UNOPS's mission to deliver sustainable and impactful development outcomes.
Responsibilities
The Grants Management Senior Officer is responsible for the end-to-end management of the grants work package. This includes facilitating grant scoping, planning, and timely implementation. Key duties involve preparing and managing grant agreements, calls for proposals, and award processes according to UNOPS policies. The role entails administering grant activities, communicating with implementing partners, conducting due diligence, and reviewing partner documentation, work plans, and budgets. The officer will track and review partner reports, manage amendments and payments, and monitor activity implementation against approved plans, proactively identifying risks and delays. Responsibilities also include coordinating assurance activities like monitoring and audits, facilitating lessons learned, and supporting project closure. Additionally, the officer will contribute to capacity assessments and development for implementing partners, ensure financial management compliance, and provide project implementation support, including stakeholder engagement and reporting.
Work Experience
Progressively relevant experience in grant management operations and reporting is required. Experience with the humanitarian, development, and peace nexus, working with UN, donors, and NGOs is essential. Experience in project and/or financial management, working in West Africa, and with Google Suite are considered assets.
