Job Purpose
The Head of Project Unit (HPU) is integral to the Peace and Security Cluster (PSC) structure, specifically supporting the United Nations Mine Action Service (UNMAS) programmes. The HPU works closely with the UNMAS Chief of Mine Action Programme (CMAP) to ensure integrated and effective mine action operations. This role involves close cooperation and adherence to a RACI matrix, ensuring that UNOPS and UNMAS function as a unified team in delivering mine action initiatives and achieving programme objectives within designated operational areas.
Responsibilities
The Head of Project Unit is accountable for planning and implementing UNMAS projects, contributing to programme and project design, including strategy, work plans, budgets, and resource mobilization. This includes developing viable implementation plans with appropriate resources and timelines, ensuring adherence to UNOPS policies and standards for finance, procurement, contract management, health, safety, and environmental management. The role involves overseeing project delivery, managing third-party contractors, assessing constraints, and taking corrective actions. Leadership responsibilities include building strategic partnerships with CMAP, managing and developing the Project Unit workforce, promoting teamwork and diversity, and fostering an inclusive work environment. Stakeholder management involves relationships with national authorities, UN missions, and donors. The role also emphasizes knowledge management and innovation, incorporating best practices and lessons learned.
Work Experience
Requires at least 2 years of leadership experience, including team supervision and managing complex projects and budgets. Relevant experience in project or programme management in military, humanitarian, conflict, post-conflict, or development contexts is essential. Experience in report writing and review is also required. Experience in developing countries or conflict environments, mine action, and advancing workforce inclusion is desired.
