Organizational Context

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in the Democratic Republic of Congo (DRC) is responsible for inter-agency coordination of humanitarian assistance during complex emergencies and natural disasters. OCHA disseminates information to humanitarian partners, the DRC government, and donors, and supports resource mobilization efforts. The Information Management Unit in Goma supports the Cash Working Group (CWG).

Job Purpose

The Assistant Information Management Officer will provide technical support in collecting and processing data according to IASC guidelines for clusters and thematic groups, specifically the CWG. This role facilitates information exchange on humanitarian cash transfers and informs the response at national and provincial levels in the DRC. The position aims to enhance strategic and operational decision-making through effective data analysis and presentation, ensuring timely and accurate information flow to support humanitarian coordination and response efforts.

Responsibilities

Key responsibilities include coordinating information management by supporting the Information Management Officer, promoting standard data collection products, and enhancing strategic decision-making through data analysis and visualization. The role involves developing and improving data collection tools (e.g., 4Ws, mapping) and coordinating data collection with partners, including providing bilateral support and training. Responsibilities also encompass managing contact lists and mailing lists, representing the CWG in relevant working groups, and coordinating with other Information Management Officers. Data analysis duties include supporting humanitarian response monitoring, designing and managing databases, ensuring data quality, and consolidating operational information. Additionally, the role involves managing content on HumanitarianResponse.info, maintaining platforms developed with the Symfony framework, and producing visual information products like reports, graphics, infographics, and maps.

Work Experience

Candidates with a Master's degree are not required to have professional experience. Those with a first-level university degree must have at least two years of relevant experience in information management, information systems management, or data analysis. Additionally, a minimum of three years of experience in humanitarian action, cash-based responses, or supporting humanitarian coordination forums (clusters, working groups) is required. Familiarity with the local context, particularly with UN agencies or international NGOs, is an asset.

Skills

Professionalism, client orientation, and technological awareness are key competencies. Technical skills include strong knowledge of GIS and mapping (ARC/GIS or QGIS), experience with the Symfony framework, proficiency in Adobe Suite (Illustrator, InDesign), Kobo Toolbox, advanced MS Excel (Pivot Tables, Power Query), data analysis, and strong knowledge of Word and PowerPoint. Knowledge of PowerBI and AI in information management are also mentioned. Fluency in French is required, with English and Swahili being advantageous.
