Job Purpose
To support the "Skills for Decent Employment in Zambian Artisanal and Small-scale Mining" project by systematically tracking project performance, results, and learning at field and provincial levels. This role is crucial for ensuring the project effectively addresses structural constraints in Zambia's artisanal and small-scale mining (ASM) sector, particularly concerning informality, productivity, safety, business organization, and access to finance and skills, with a focus on women and youth.
Responsibilities
Design and refine the project's Monitoring, Evaluation, and Learning (MEL) framework, including outcome-tracking tools and GESI-sensitive indicators. Plan and coordinate MEL activities, providing technical advice on monitoring and evaluation matters. Lead the collection, verification, and analysis of quantitative and qualitative project performance data. Ensure MEL processes comply with UNIDO and EU donor requirements. Support participatory monitoring approaches and integrate GESI indicators. Facilitate continuous learning by synthesizing field evidence, documenting good practices, and identifying challenges. Communicate MEL findings to project management and stakeholders. Support capacity building of implementing partners and PMU staff on MEL practices. Contribute MEL data and analysis to project reports and maintain MEL data systems.
Work Experience
Minimum of five years of professional experience in monitoring, evaluation, research, or data analysis for development or technical cooperation projects. Proven experience in designing and applying MEL frameworks, tools, and outcome-tracking indicators. Experience in quantitative data collection and analysis, including statistical software. Desirable experience includes working in Zambia or a similar regional context, with government and development agencies, using participatory monitoring approaches in informal sectors, integrating GESI indicators, providing MEL capacity building, and working with UN agencies or international development organizations.
Skills
Proficiency in designing and implementing MEL frameworks and tools. Strong quantitative and qualitative data collection and analysis skills, including statistical software proficiency. Experience with GESI-sensitive indicators and participatory monitoring approaches. Ability to synthesize findings, document best practices, and facilitate learning. Strong communication and reporting skills. Capacity building and training abilities. Familiarity with development projects, particularly in sectors like artisanal and small-scale mining, is advantageous.
