Organizational Context

UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential. At UNICEF, we are committed, passionate, and proud of what we do for as long as we are needed. Promoting the rights of every child is not just a job – it is a calling.

Job Purpose

The overall goal of this consultancy is to support the institutionalization of measurable harmful social and gender norms transformation within South Africa's HIV, Sexual and Reproductive Health and Rights (SRHR), and Gender-Based Violence and Femicide (GBVF) implementation systems. This will be achieved through strengthened coordination, capacity building, financing, monitoring, and accountability mechanisms. The consultant will review national policies, strategic and implementation plans, budgets, and M&E systems against UNICEF's regional policy brief and guidance on harmful social and gender norms transformation, applying a gender and social norms lens. The assessment will identify strengths, gaps, and opportunities for improvement, leading to a policy and implementation gap and alignment report with validated recommendations. Finally, the consultant will develop technical guidelines to support the integration of these recommendations into policies, operational plans, budgets, and M&E systems.

Responsibilities

The consultant will conduct a comprehensive review of national policies, strategic and implementation plans, budgets, and monitoring and evaluation (M&E) systems in South Africa. This review will be benchmarked against the '2gether4SRHR Regional Policy Brief and Policy Guidance on Harmful Social and Gender Norms Transformation', with a specific focus on applying a gender and social norms lens. The consultant will assess the alignment of national frameworks with the recommendations provided in the policy brief and guidance, meticulously identifying strengths, existing gaps, and potential opportunities for enhancement. Based on this assessment, the consultant will develop a detailed policy and implementation gap and alignment report. This report will include validated recommendations aimed at strengthening the transformation of harmful social and gender norms within the country's relevant systems. Furthermore, the consultant will be responsible for developing technical guidelines designed to support the effective integration of the agreed-upon recommendations and alignments into national policies, operational plans, budgets, and M&E systems, ensuring practical application and sustainability.
