Organizational Context

UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential. We are committed, passionate, and proud of what we do for as long as we are needed. Promoting the rights of every child is not just a job – it is a calling.

Job Purpose

UNICEF Mongolia seeks to engage a Senior WASH Consultant to provide specialized technical assistance to the Water, Sanitation and Hygiene (WASH) programme. The WASH programme is experiencing a temporary convergence of intensified programme implementation, emerging strategic commitments, and reduced internal technical capacity, creating a need for additional specialized, deliverable-based support during the remainder of the current Country Programme cycle (2023–2027). The UK Eleva-funded WASH project is entering its peak implementation phase, generating increased requirements for technical analysis, results documentation, donor reporting, and related technical products. Concurrently, outcomes from UNCCD COP17 have generated significant momentum to advance water security for children, requiring targeted technical inputs for policy advocacy, partnership development, and resource mobilization. These demands coincide with preparations for the next Country Programme (2028–2032), including the development of evidence-based WASH strategies and technical inputs.

Responsibilities

Provide specialized technical assistance to the WASH programme, focusing on programme development and technical support. Support the UK Eleva-funded WASH project during its peak implementation phase by conducting technical analysis, documenting results, and preparing donor reports. Contribute to advancing water security for children by providing targeted technical inputs for policy advocacy, partnership development, and resource mobilization, leveraging momentum from UNCCD COP17. Assist in the development of evidence-based WASH strategies and technical inputs for the next Country Programme (2028–2032). Conduct research and analysis to inform programme design and implementation. Develop and refine WASH technical guidelines and tools. Support capacity building initiatives for government counterparts and partners. Monitor and evaluate WASH programme activities and provide recommendations for improvement. Prepare concept notes, proposals, and other relevant documentation for resource mobilization. Ensure alignment of WASH interventions with national policies and UNICEF’s global strategies. Collaborate with internal teams and external stakeholders to ensure effective programme delivery and coordination.

Work Experience

A minimum of five years of professional experience in WASH programme development, implementation, and technical support. Experience in developing countries, particularly in East Asia and the Pacific, is an asset. Proven track record in technical analysis, reporting, and policy advocacy related to WASH.
