Job Purpose

This consultancy aims to strengthen UNICEF country offices' capacity to position digital health within larger financing operations by providing specialized analytical, financing, costing, and investment planning support. The primary purpose is to offer participating country offices the necessary analysis, technical input, and coordination on digital health financing, addressing the gap in in-house expertise due to limited programme staff and digital health knowledge. A secondary purpose is to enhance UNICEF's credibility and foster working relationships with International Financial Institutions (IFIs) and regional development banks, showcasing a model of technical accompaniment that can be replicated in other countries with similar financing opportunities. This role is crucial for ensuring that digital health investments are effectively integrated into national health systems, promoting sustainability and interoperability.

Responsibilities

Develop costed digital health roadmaps and investment cases tailored to national contexts and financing cycles. Offer technical input on the design of digital health components within larger health sector financing operations, ensuring alignment with functional, architectural, and interoperability requirements. Coordinate with country office teams, government counterparts, and technical partners to facilitate the development of investment-ready digital health blueprints. Support the operationalization of health information exchange (HIE) components, such as registries and terminology services, to ensure interoperability and avoid fragmented systems. Assist in building UNICEF's credibility and relationships with IFIs by demonstrating effective technical accompaniment models. Contribute to the development of sustainable and scalable digital health programmes that governments can steward. Provide guidance on procurement processes for digital health solutions, ensuring they are based on documented requirements and costed appropriately. Monitor and report on the progress of digital health financing initiatives and the subsequent national systems built. Facilitate knowledge sharing and best practices among country offices regarding digital health financing and investment.
