Job Purpose

This consultancy aims to strengthen the capacity of UNICEF country offices in supporting governments to develop investment-ready digital health blueprints. The primary goal is to provide participating country offices with the necessary analysis, technical input, and coordination, as many lack in-house expertise in digital health. A secondary purpose is to enhance UNICEF's credibility and partnerships with international financial institutions (IFIs) by showcasing a successful model of technical accompaniment in digital health system design and financing. This will help influence how significant health sector financing is allocated and utilized, ensuring the development of sustainable, interoperable national digital health systems that benefit children.

Responsibilities

Provide technical analysis and input to country offices for the development of investment-ready digital health blueprints, ensuring alignment with government-endorsed requirements and financing cycles of IFIs. Coordinate with country office teams, Health Practice, and institutional technical partners to deliver timely and high-quality technical assistance. Support country offices in engaging with governments and IFIs to advocate for and secure financing for digital health systems. Facilitate the integration of functional and interoperability requirements into the design of national digital health systems. Assist in demonstrating the effectiveness of UNICEF's technical accompaniment model to IFIs, with the aim of scaling up the approach to other countries. Contribute to building UNICEF's reputation as a trusted technical advisor in digital health transformation. Support the Health Practice in its efforts to influence digital health investments towards scalable and sustainable national systems. Document lessons learned and best practices from the country-level engagements to inform future programming and partnerships.

Work Experience

A minimum of five years of professional experience in digital health, health systems strengthening, or health financing, with a focus on developing countries. Experience working with international financial institutions and governments is highly desirable.
