Job Purpose
The Programme Officer (Cash Transfers and Incentive Payments) will provide day-to-day oversight and support for cash operations within the Gaza Field Office. This role is crucial for facilitating the implementation and monitoring of cash-based programmes, with a specific emphasis on managing and supporting incentive payments for front-line workers. The position operates within the context of an ongoing L3 emergency in the State of Palestine, declared in response to an unprecedented crisis, particularly in the Gaza Strip. UNICEF's efforts include reaching a significant number of people with digitally channeled multi-purpose cash assistance, sector top-ups, and incentive payments. The role also supports national systems in the West Bank, aiming for a smooth transition back to them when feasible, amidst deteriorating conditions due to increased violence and economic stagnation.
Responsibilities
The Programme Officer will be responsible for the design and implementation of cash transfer, top-up, and incentive payment programmes. This includes overseeing programme monitoring, which encompasses cash transfers, incentive payments, market conditions, and budget adherence. The role ensures the optimum use of program funds for cash transfer initiatives and provides essential field support. Additionally, the officer will contribute to knowledge management within the team and the broader organization. The position requires active engagement in programme management, ensuring effective delivery of cash-based interventions and incentive payments to beneficiaries and front-line workers in a challenging humanitarian context.
