Job Purpose
The purpose of this consultancy is to consolidate lessons learned from the 2026 cholera response and enhance evidence-based Water, Sanitation, and Hygiene (WASH) planning for cholera prevention, preparedness, and risk reduction in Borno, Adamawa, and Yobe States. The assignment will critically assess recurring cholera risks, pinpoint and prioritize strategic WASH investments, and inform government-led preparedness and coordination mechanisms to mitigate the impact of future outbreaks. In light of the transition of WASH Cluster coordination functions to government entities, this consultancy will clearly define institutional roles and responsibilities, establish activation triggers, and outline the minimum operational capacities required for effective government-led cholera coordination. Furthermore, it will propose a phased, actionable plan to address identified capacity gaps, ensuring a robust and sustainable approach to cholera management.
Responsibilities
Conduct an After-Action Review (AAR) of the 2026 cholera response in Borno and Yobe States, adapting WHO methodologies through document reviews and stakeholder consultations to assess preparedness, coordination, surveillance, WASH interventions, resource mobilization, operational challenges, and intersectoral collaboration, identifying lessons learned and priority improvements. Apply the GTFCC Priority Areas for Multisectoral Interventions (PAMI) methodology to historical cholera surveillance data to identify priority hotspots in Borno, Adamawa, and Yobe States, supplementing with WASH, population, and environmental risk data, and validating findings with government and partners. Develop a prioritized WASH prevention and investment framework informed by the AAR and hotspot analysis, identifying immediate preparedness actions and phased investments in water supply, sanitation, and other relevant interventions, considering epidemiological risk, feasibility, and sustainability. Assess existing cholera preparedness and coordination arrangements and support government authorities in defining institutional roles, minimum operational capacities, early-warning and response activation triggers, information-sharing processes, and coordination responsibilities, developing and validating a phased transition roadmap for government-led WASH Cluster functions.
