Organizational Context

UNICEF works in over 190 countries and territories to save children's lives, defend their rights, and help them fulfill their potential. We are committed, passionate, and proud of what we do, for children and for humanity. Promoting the rights of every child is not just a job, it's a vocation.

Job Purpose

To provide specialized technical support, facilitation, and drafting to UNICEF Costa Rica for the formulation of the 2028–2032 Country Programme Document (CPD). The process must yield an evidence- and rights-based program, with an equity, gender, inclusion, and risk management approach, aligned with the UNSDCF 2028–2032, national priorities, and UNICEF corporate guidelines. It should reflect strategic adaptation to a high-income country context and promote an office-wide approach, emphasizing violence prevention and Early Childhood Development (ECD). The consultant will support document review, roadmap development, evidence synthesis, strategic reflection, theory of change development, results and resources planning, and final CPD drafting and submission.

Responsibilities

The consultant will support the following phases: (1) document review, methodology, and roadmap; (2) evidence synthesis on rights deprivations, inequalities, groups at risk of being left behind, barriers, and structural factors, including UNICEF's position in a high-income context; (3) preparation and technical facilitation of the Strategic Moment of Reflection (SMR) and documentation of priorities and decisions; (4) development of the Theory of Change (ToC), causal pathways, assumptions, bottlenecks, risks, and strategies; (5) development of the Results and Resources Plan (RRP), with outcomes, outputs, indicators, baselines, targets, and resources; (6) drafting, consultation, and review of the complete CPD draft; and (7) finalization of the CPD package, incorporating agreed comments and preparing for quality assurance and submission. Consultations and coordination with UNICEF, Government, and other stakeholders will be cross-cutting. Evidence analysis will not be a separate SITAN product; required content will be integrated into the CPD. A gender programmatic review (GPR) will be conducted in parallel, with findings incorporated into the CPD design. UNICEF will lead institutional contact, consultations, and logistics; the consultant will provide technical and methodological support.
