Organizational Context
The Ministry of Education requires timely, consistent, and quality statistical information for planning and decision-making in the Plurinational Educational System. The Directorate General of Planning (DGP) is responsible for collecting, processing, analyzing, and disseminating educational statistical information and generating indicators.
Job Purpose
The consultancy aims to analyze and validate the results of the 2023 Educational Infrastructure Census, identifying key findings and gender-sensitive observations. The consultant will be responsible for improving the information collection form based on the obtained results and validating it in selected municipalities. This will ensure the data collected is accurate, comprehensive, and supports effective planning and decision-making for the educational sector, while also enhancing the tools used for future data collection efforts.
Responsibilities
The consultant will review the databases, methodological documentation, and collection instruments of the 2023 Educational Infrastructure Census. They will apply review and analysis procedures to assess the coherence of results, identify relevant patterns, and detect inconsistencies or limitations, with a focus on gender-sensitive aspects where possible. Based on these findings, the consultant will revise the structure and content of the information collection form, ensuring questions, variables, and response categories are appropriate and align with current and future indicator needs. The consultant will also validate the improved form by applying it in selected municipalities to assess its comprehension, relevance, and functionality, identifying any necessary adjustments. Finally, the consultant will consolidate the final version of the form, documenting all modifications and technical justifications, and will participate in coordination meetings with the DGP and UNICEF, incorporating feedback on deliverables.
Work Experience
A minimum of 5 years of professional experience in data analysis, statistical processing, and report generation, preferably within the education sector. Experience in developing and validating data collection instruments is essential.
