Job Purpose

The consultancy aims to enhance the generation, systematization, and dissemination of evidence regarding public budgets allocated to children and adolescents in Bolivia. It will develop analyses and fiscal policy proposals to protect and sustain social investment in this vulnerable population, especially amidst fiscal constraints and public debt challenges. The consultant will create an interactive digital platform for public access to visualize, query, and compare municipal budget information for children and adolescents. Additionally, the consultant will prepare concise technical sheets documenting data sources, classification criteria, estimation procedures, and limitations. The role includes validating the platform's functionality and consistency, transferring technical capacities to UNICEF staff for platform administration, and conducting outreach activities to disseminate budgetary evidence through technical dialogues with strategic institutional stakeholders, including legislative bodies and municipal governments.
