Organizational Context

UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential. We are committed, passionate, and proud of what we do for as long as we are needed. Promoting the rights of every child is not just a job – it is a calling.

Job Purpose

The purpose of this assignment is to design a pilot risk sharing instrument/micro-insurance for 4Ps beneficiaries in selected areas in Cebu City and Lapu-Lapu City, to be included in the package of interventions for exiting program beneficiaries. The Philippines is highly exposed to climate-related shocks, which can quickly erode development gains and increase the risk of falling back into poverty for poor and near-poor families, including those transitioning from or graduating from the Pantawid Pamilyang Pilipino Program (4Ps). This initiative seeks to complement existing social protection measures by exploring inclusive and child-responsive insurance solutions that are affordable, accessible, understandable, and operationally feasible for low-income households.

Responsibilities

Design a pilot risk sharing instrument/micro-insurance for 4Ps beneficiaries in selected areas in Cebu City and Lapu-Lapu City. This includes developing the conceptual framework, operational guidelines, and implementation plan for the pilot. Collaborate closely with the Department of Social Welfare and Development Field Office VII (DSWD FO VII), Cebu City Government, and Lapu-Lapu City Government to ensure alignment with national and local social protection strategies. Conduct a thorough analysis of existing social protection systems and identify gaps where risk transfer and risk-sharing mechanisms can be effectively integrated. Engage with cooperatives and stakeholders from the insurance industry to co-create and refine the insurance solutions. Test a practical model that can strengthen household financial resilience, inform local social protection planning, and generate evidence for scaling up. Ensure the pilot is inclusive and child-responsive, considering the specific vulnerabilities of children and families. Prepare regular progress reports and a comprehensive final report detailing the design, implementation, findings, and recommendations of the pilot project.

Work Experience

A minimum of five years of professional experience in social protection, poverty reduction programs, insurance, microfinance, or related fields. Experience in designing and implementing pilot projects, particularly in developing countries, is highly desirable. Familiarity with the Philippine social protection landscape, specifically the 4Ps program, is an asset.
