Organizational Context

UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential. At UNICEF, we are committed, passionate, and proud of what we do for as long as we are needed. Promoting the rights of every child is not just a job – it is a calling.

Job Purpose

The purpose of this consultancy is to produce robust and actionable evidence concerning the financial needs, investment shortfalls, and funding avenues required to successfully integrate refugees into essential services and local systems within Ethiopia. This evidence will be instrumental in developing an investment case for refugee inclusion, to be owned by the Refugees and Returnees Service (RRS). The consultancy aims to provide a clear financial roadmap and justification for increased investment in refugee inclusion, ensuring that refugees and returnees can access and benefit from the same services as the host population, thereby contributing to their long-term well-being and self-reliance.

Responsibilities

The consultant will be responsible for leading and executing a comprehensive costing and investment case development process for refugee inclusion in Ethiopia. This includes conducting in-depth analyses of current public finance systems and identifying specific financial requirements for integrating refugees into sectors such as health, education, and social protection. The consultant will map existing financing gaps and explore innovative financing options, including public-private partnerships and international aid. A key responsibility will be to develop detailed costing models for various inclusion scenarios and to produce a compelling investment case document that outlines the benefits and returns of investing in refugee inclusion. This will involve extensive engagement with government counterparts, including the Refugees and Returnees Service (RRS), sector ministries, and other stakeholders, to ensure buy-in and ownership. The consultant will also be responsible for synthesizing complex data into clear, actionable recommendations and presenting findings to diverse audiences, including policymakers and international partners. The role requires strong analytical skills to assess fiscal space, public expenditure, and financing strategies related to refugee populations.

Work Experience

Minimum of 10 years of progressive experience in public finance, public service delivery, and complex multi-sector social service delivery costing studies. Experience in investment case development, social sector financing, development economics, public policy, refugee inclusion, or social protection is required.
