Organizational Context

UNICEF works in over 190 countries to save children’s lives, defend their rights, and help them fulfill their potential. We are committed, passionate, and proud of our work, viewing the promotion of child rights not just as a job but as a calling. UNICEF offers diverse opportunities for professional and personal development.

Job Purpose

The purpose of this consultancy is to assess the progress of the National Action Plan on Prevention and Response to Violence Against Children (NAP-VAC) 2024-2028 and review the learning from the Udhuhilan campaign. The consultant will identify implementation gaps and bottlenecks, and generate evidence to inform continued implementation. This will involve linking NAP-VAC interventions to the main End Violence Against Children (EVAC) Conference pledges, identifying implementation gaps, and accelerating progress towards fulfilling commitments. The review will provide an evidence base for national discussions on progress, remaining challenges, and priority actions, supporting UNICEF's engagement with the Government and partners to advance coordinated, evidence-based, and accountable implementation of the NAP-VAC.

Responsibilities

The consultant will assess NAP-VAC implementation against its activities, outputs, indicators, and targets within the existing results and monitoring framework. This includes documenting progress, achievements, implementation gaps, bottlenecks, and evidence gaps, paying attention to issues related to coordination, responsibilities, resources, capacity, service delivery, data, and reporting. The consultant will also review the progress of the Udhuhilan campaign against its strategic pillars, planned activities, and intended results, identifying achievements, lessons learned, gaps, and its contribution to NAP-VAC prevention priorities. Findings will be consolidated through stakeholder engagement and validation to identify priority areas requiring acceleration during the remaining implementation period. Finally, the consultant will prepare evidence-based inputs for the EVAC Conference by linking the NAP-VAC review to the main conference pledges, identifying priority actions to accelerate implementation, and informing the final consultancy report with practical recommendations.
