Job Purpose
The purpose of this consultancy is to provide technical monitoring and verification of construction works for water, sanitation, and hygiene (ASH) in Child Development Centers (CDIs). This includes ensuring compliance with established plans, technical specifications, and current construction standards. The role involves verifying the quality of materials, equipment, and construction processes, documenting and reporting non-conformities, and identifying areas for improvement. The consultant will also assess and oversee the reception of works in prioritized CDIs for both the first and a planned second phase of investment, ensuring that all projects meet UNICEF's quality and safety standards.
Responsibilities
Conduct periodic technical monitoring visits to ASH projects in prioritized Child Development Centers (CDIs). Verify compliance with technical specifications, plans, schedules, and quality standards for materials and construction procedures. Review and validate the physical progress of ongoing works to facilitate payment of valuations by UNICEF. Identify risks, delays, or non-compliance issues and recommend necessary corrective measures. Facilitate coordination between UNICEF, contractors, local authorities, and CDI administrators to ensure smooth provisional and final acceptance of works. Conduct comprehensive diagnostics of sanitary and hydraulic conditions in CDIs identified for the second phase of investment, including identifying gaps, risks, and priority needs affecting water, sanitation, and hygiene provision. Review existing information, plan methodologies, coordinate with responsible authorities, and execute technical visits to evaluate current water-sanitation-hygiene infrastructure, operation, maintenance, water quality, waste disposal, hygiene practices, and accessibility/safety conditions. Apply sanitary and hydraulic evaluation tools, checklists, and interviews to gather evidence and measurements characterizing the current state of services, sanitary and environmental risks, structural failures, and climate vulnerability. Prepare recommendations based on national and international standards for the development of terms of reference, technical criteria, and documentation for bidding or contracting processes.
Work Experience
At least three years of proven experience in sanitary and hydraulic diagnostics. At least three years of experience working with public institutions, educational centers, and/or childcare centers. At least three years of proven experience in technical supervision of water, sanitation, and hygiene works, including verification of technical specifications, plans, schedules, material quality, and construction processes, as well as identifying and reporting non-compliance.
