Organizational Context

UNICEF operates in over 190 countries, dedicated to saving children's lives, defending their rights, and helping them reach their full potential. We are committed to promoting the rights of every child, viewing it as a calling. UNICEF offers diverse opportunities for professional and personal development, fostering a sense of purpose while serving children and communities globally.

Job Purpose

The UNICEF Caribbean Multi-Country Office (MCO) seeks a consultant to conduct a comprehensive gender analysis and develop an actionable Gender Equality Workplan. This initiative is crucial for aligning with the new MCO structure and results framework for the 2027–2031 Multi-Country Programme. The workplan will address cross-cutting gender equality principles and corporate priorities, acknowledging that gender discrimination significantly impacts children's outcomes. The consultancy will build upon existing evidence and programming approaches from initiatives like Gender Programmatic Reviews and the Spotlight Initiative, aiming to translate these into a coherent, multi-country strategy. A key focus will be on addressing persistent gender inequalities in the region, including violence against children, gender-based violence, educational disparities, adolescent vulnerabilities, and unequal impacts of poverty and climate shocks. The consultant will also consider the specific challenges faced by adolescent boys, such as disengagement from education and involvement in violence, ensuring a holistic approach to gender equality that benefits all children.

Responsibilities

Conduct a thorough gender analysis of the Caribbean Multi-Country Office (MCO) context, identifying key gender-related challenges and opportunities across the twelve CARICOM Member States. Review existing evidence, programmatic approaches, and regional frameworks related to gender equality, child protection, education, and resilience. Develop a comprehensive, actionable, and results-oriented Gender Equality Workplan for the MCO, aligned with the 2027–2031 Multi-Country Programme outcomes and UNICEF's Gender Equality Action Plan (2026–2029). The workplan should incorporate targeted, measurable actions to promote gender equality, addressing issues affecting both girls and boys, including violence, educational disparities, and adolescent vulnerabilities. Ensure the workplan integrates a multisectoral, rights-based, and holistic approach, with a specific focus on adolescent girls' rights, well-being, and leadership, as well as addressing challenges related to adolescent boys' disengagement from education and involvement in violence. Facilitate consultations with key stakeholders within the MCO and relevant regional partners to ensure buy-in and relevance of the workplan. Provide recommendations for monitoring and evaluation of the Gender Equality Workplan, including key performance indicators. Prepare a final report detailing the gender analysis findings, the developed workplan, and recommendations for implementation.

Work Experience

Minimum of five years of professional experience in gender analysis, gender mainstreaming, and developing gender equality strategies, preferably within a development or humanitarian context. Experience working with UNICEF or other UN agencies is an asset. Demonstrated experience in the Caribbean region is desirable.
