Organizational Context

UNICEF is committed to the survival, protection, and development of children. In Haiti, UNICEF works with partners to address critical issues affecting children and women, including access to safe water, sanitation, education, and protection from violence. This consultancy supports a vital infrastructure project aimed at improving public health and environmental conditions.

Job Purpose

The National Consultant will play a crucial role in developing and initiating the implementation of a comprehensive Communication Plan for the Faecal Sludge Treatment Plant (STEB) in Fonfrède, Port-au-Prince. This initiative is a collaborative effort with OREPA Sud and DINEPA, aiming to enhance public understanding, acceptance, and engagement with the facility. The consultant's work will be instrumental in ensuring the successful operation and utilization of the STEB, thereby contributing to improved sanitation practices and public health outcomes in the Grand Sud region of Haiti. The purpose is to foster community buy-in and promote the benefits of the treatment plant.

Responsibilities

The National Consultant will be responsible for conducting a thorough assessment of the current communication landscape and existing strategies related to the STEB. This includes identifying key stakeholders, understanding their perspectives, and analyzing communication gaps. A significant part of the role involves designing and facilitating consultations with various stakeholders, including community members, local authorities, and partner organizations, to gather input for the communication plan. The consultant will then develop a detailed, actionable Communication Plan, ensuring it is aligned with UNICEF's objectives and local context. This plan will outline communication objectives, target audiences, key messages, strategies, activities, and monitoring mechanisms. Furthermore, the consultant will be tasked with creating relevant communication tools and materials, such as brochures, posters, social media content, and press releases, tailored to different audiences. Finally, the consultant will provide support for the initial launch and rollout of the communication plan, including organizing awareness-raising events and training sessions as needed, to ensure effective dissemination and uptake.
