UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential. At UNICEF, we are committed, passionate, and proud of what we do for as long as we are needed. Promoting the rights of every child is not just a job – it is a calling.
Job Purpose
UNICEF Tajikistan seeks to engage a national consultant to provide temporary, specialized and deliverable-based technical, analytical and coordination support to advance its expanding climate portfolio. Tajikistan is highly exposed to extreme heat, drought, floods, mudflows, landslides and glacial risks, which affect the continuity, quality and affordability of child-critical services, including education, health, nutrition, water and sanitation, social protection and energy. This consultancy aims to strengthen the capacity of UNICEF Tajikistan in climate finance, climate policy, and the implementation of green schools programmes, ensuring that climate change adaptation and mitigation efforts are integrated into child-focused development initiatives and contribute to building resilience for children and communities.
Responsibilities

This includes contributing to the development and refinement of climate finance strategies and proposals, particularly those involving international climate funds. The consultant will also support the analysis and understanding of national climate policy processes, including Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs), and UNFCCC processes, as well as investment and implementation planning for climate actions. Furthermore, the consultant will play a role in monitoring climate finance initiatives and their impact on child-critical services. A key aspect of the role will involve supporting the Green Schools Programme, ensuring its alignment with broader climate policy and finance objectives. This will include providing expertise on integrating climate education and sustainable practices within school environments. The consultant will also be expected to coordinate with relevant government ministries, local authorities, and other stakeholders to ensure effective programme implementation and policy coherence. Regular reporting on progress, challenges, and recommendations will be required.
