We are committed to promoting the rights of every child, viewing it as a calling. UNICEF offers diverse opportunities for professional and personal growth in a passionate and inclusive culture.

Job Purpose

The purpose of this consultancy is to provide technical assistance to strengthen the utilization of education data for evidence-informed sector planning, policy dialogue, and program design across selected Pacific Island countries. This role will support Ministries of Education and related ministries in engaging with MICS surveys and analytical products, contextualizing tools, and integrating MICS data with EMIS and other administrative datasets for effective decision-making. The consultancy will also contribute to the development of UNICEF Pacific's next 5-year Multi-Country Programme Document (MCPD) by analyzing key issues for children and ensuring education data investments translate into practical, country-owned recommendations, stronger monitoring systems, and more equitable education programming.

Responsibilities

The consultant will provide technical support to UNICEF Pacific and select Ministries of Education to enhance engagement in the preparation, analysis, interpretation, dissemination, and use of MICS, EMIS, and other education datasets. This will involve supporting five main workstreams, with specific country support prioritized jointly with UNICEF Pacific. A key focus will be applying an equity, gender, and inclusion lens, including disaggregated analysis where data permits. The assignment will offer targeted technical support to UNICEF Pacific and government partners in countries such as Samoa, RMI, Solomon Islands, Kiribati, and Fiji, based on evolving needs. The consultant will support the analysis, interpretation, dissemination, and uptake of MICS and EMIS data, emphasizing linkages between household survey data and education administrative data for sector review, planning, and advocacy. Support will also be provided for foundational learning data work, including FLS adaptation and analysis, and positioning MICS learning data relative to other assessments. Specific tasks include strengthening MICS-EMIS linkages and their use for sector planning, potentially supporting MICS-EMIS work in countries like Samoa, RMI, and Solomon Islands, and contributing to the broader education data and evidence agenda.
