Organizational Context

UNICEF works in over 190 countries and territories to save children's lives, defend their rights, and help them fulfill their potential. We are committed, passionate, and proud of what we do, for as long as it takes. Promoting the rights of every child is not just a job, it's a vocation.

Job Purpose

The consultancy aims to design and validate an inter-institutional referral route for the identification, referral, care, family reunification (where applicable), and follow-up of separated or unaccompanied children and adolescents (NNA). This route will have a national scope, primarily focusing on cases within Venezuela. It will also identify and define coordination mechanisms for situations involving human mobility, family reunification linked to seismic events, and other scenarios requiring coordination with international authorities or mechanisms. The consultancy will involve reviewing existing normative frameworks, protocols, and mechanisms, characterizing key profiles and scenarios of separated or unaccompanied NNA, analyzing institutional and operational gaps, and developing tools and an institutionalization strategy for the sustainable implementation of the route.

Responsibilities

The consultant will be responsible for reviewing existing normative frameworks, protocols, and mechanisms related to the protection of separated or unaccompanied children and adolescents. This includes analyzing national legislation and international standards applicable to their protection. The consultant will characterize the main profiles and scenarios of separated or unaccompanied NNA, identifying their specific needs and vulnerabilities. A thorough analysis of institutional and operational gaps within the national child protection system will be conducted. Based on this analysis, the consultant will develop an inter-institutional referral route, including tools and operational procedures for identification, referral, care, family reunification, and follow-up. Furthermore, the consultant will design mechanisms for coordination with relevant national and international actors, particularly concerning human mobility and cross-border reunification. Finally, the consultant will develop a strategy for the institutionalization and sustainable implementation of the designed route, ensuring its integration into existing child protection systems.

Work Experience

At least five (5) years of demonstrable professional experience in child protection, specifically in preventing family separation and caring for separated or unaccompanied children and adolescents (UASC). Experience in humanitarian emergencies and/or disaster risk management with a child protection focus is also required.
