Organizational Context

UNICEF works in over 190 countries and territories to save children's lives, defend their rights, and help them fulfill their potential, from early childhood to adolescence. We are committed, passionate, and proud of what we do. Promoting the rights of every child is not just a job, it's a vocation.

Job Purpose

The consultant will provide comprehensive technical support to the Ministry of Health (SESAL/PAI), with the collaboration of PAHO and UNICEF, in developing the Follow-up Vaccination Campaign (CVS) against measles and rubella scheduled for the second half of 2026. This support will also extend to articulating the campaign with the strengthening of the routine vaccination program. The goal is to ensure the effective planning and execution of the campaign, enhancing routine immunization coverage and contributing to the overall health and well-being of children in Honduras.

Responsibilities

Support the formulation of the comprehensive operational plan (macro-plan) for the CVS, including its organizational structure (national committee and technical subcommittees), timeline, and budget, and its articulation with regional and municipal micro-plans. Lead and guide the micro-planning process in the 20 health regions, defining target populations, stratifying municipal risk, and identifying priority municipalities and populations (including hard-to-reach, border, and migrant areas). Participate in eight in-person training workshops for regional staff on micro-planning, logistics, cold chain, communication, social mobilization, epidemiological surveillance, AEFI surveillance, and outbreak response. Support the logistical planning, including estimating needs for vaccines and supplies, assessing cold chain capacity, and implementing biosafety measures. Assist in designing and implementing the communication and social mobilization strategy, focusing on high-risk areas. Support the implementation and formative field supervision of the campaign in prioritized regions/municipalities. Aid in strengthening measles-rubella epidemiological surveillance and AEFI surveillance during the campaign. Assist in monitoring and evaluating the campaign, analyzing the effectiveness, consistency, and timeliness of coverage.

Work Experience

Minimum of 5 years of professional experience in public health, with a focus on vaccination programs, epidemiology, or health program management. Experience in planning and executing large-scale vaccination campaigns, particularly in Latin America and the Caribbean, is essential. Experience working with UNICEF or other UN agencies is an asset.
