Job Purpose
The consultancy aims to finalize and technically validate the National Strategy for Strengthening the Immunization Supply Chain of the Expanded Program on Immunization (EPI) in Honduras. This involves incorporating strategic objectives, goals, a monitoring and evaluation framework, a risk management plan, and a financial analysis. The consultant will also support the governmental validation process. The work builds upon an existing draft strategy, which includes a qualitative diagnosis of 13 Supply Chain Maturity Model components, expected results, and theory of change. The consultant will be responsible for completing the strategy's development and validation in collaboration with national authorities, ensuring its technical soundness and governmental acceptance.
Responsibilities
The consultant will formulate strategic objectives, action lines, and goals/indicators with baselines for each of the 13 maturity model components. They will design the Monitoring and Evaluation Plan, including the indicator framework, sources of verification, and periodicity. The consultant will develop the Risk Management Plan for the roadmap and conduct a financial analysis, estimating costs, resource needs, and potential funding sources. They will complete pending information in the draft strategy and harmonize the document's structure, including references and collaborators. The consultant will also draft the executive summary, consolidate and format the final document with necessary visuals, and plan/facilitate a technical validation workshop with the EPI and Ministry of Health planning unit, incorporating resulting adjustments. The consultant will ensure the final strategy is technically sound, comprehensive, and ready for governmental validation.
Work Experience
5 years of relevant professional experience in public health, immunization, health logistics, or health product supply chain. Experience in developing, implementing, or monitoring strategies, plans, or policies related to health supply chain management is valued.
