Job Purpose
The consultant will support the development of the National Strategy for Education in Emergency Situations and Climate Change Adaptation. This involves conducting analytical summaries of existing policies and programs related to disaster risk management, climate change adaptation, and education at national and regional levels. The ultimate goal is to produce a comprehensive National Strategy document that addresses the specific implications of rapid and slow-onset crises on the education system. The strategy will propose strategic orientations, coordination mechanisms, and operational measures tailored to different crisis typologies, ensuring educational continuity and resilience in the face of emergencies and climate change impacts.
Responsibilities
The consultant will be responsible for conducting an analytical summary of national and regional texts, policies, programs, and mechanisms concerning disaster risk management, climate change adaptation, and education. A key deliverable will be the development of the National Strategy for Education in Emergency Situations and Climate Change Adaptation (SNESU-ACC). This will involve analyzing the specific implications of rapid and slow-onset crises on the education system and proposing strategic orientations, coordination mechanisms, and operational measures adapted to each crisis typology. The consultant will also be expected to design actionable plans and evaluate their impact, leveraging strong analytical, synthesis, and writing skills. Collaboration with diverse stakeholders, including national institutions and international partners, will be crucial. The consultant will also facilitate sessions and ensure effective written and oral communication throughout the process.
Work Experience
Minimum of 5 years of professional experience in education in emergencies, disaster risk management, climate change, educational science, environmental education, and sustainable development. Proven experience in supporting the development of education-focused policies, strategies, or programs, with an emphasis on emergency situations and climate change adaptation. Significant experience collaborating with public institutions and international partners is required.
