Job Purpose
The consultancy aims to provide specialized technical assistance to the Vice-Ministry of Equality of Opportunities for the adaptation, updating, and management of the approval of the regulatory proposal for Guidelines for the accreditation, operation, and supervision of daycare centers and comprehensive early childhood care centers. This will be achieved through the review and updating of existing documents, their adaptation to the new state structure and institutional framework, and the strengthening of coordination between different government levels.
Responsibilities
Develop and agree on a work plan, including a schedule, methodology, activities, and deliverables, in coordination with UNICEF and the Children's Team of the Vice-Ministry of Equality of Opportunities. Review and systematize existing documents on Guidelines for the opening, accreditation, operation, and closure of childcare centers and daycare centers, identifying aspects requiring updates or additions. Analyze current national regulations and other relevant instruments related to comprehensive early childhood care services, including provisions from health, education, protection, and other pertinent sectors. Update the analysis of the regulatory, institutional, and competency framework, identifying the attributions of the Vice-Ministry and different government levels, with special attention to the competencies of Autonomous Territorial Entities (ETAs), to ensure the legal viability of the regulatory proposal. Organize and facilitate consultation and coordination meetings and technical roundtables with ETAs, the Ministry of Education, the Ministry of Health and Sports, and other relevant bodies to gather input and generate agreements on the scope, responsibilities, and implementation mechanisms of the guidelines. Update the proposal for Guidelines for the accreditation, operation, and supervision of daycare centers and comprehensive early childhood care centers, incorporating technical, legal, and inter-institutional contributions and ensuring coherence with the current regulatory and competency framework. Develop the proposal for a regulatory instrument for the approval of the guidelines (Ministerial Resolution or other appropriate instrument), as well as complementary instruments necessary for their implementation. Provide technical assistance to the Vice-Ministry during the review, validation, adjustment, and approval process of the regulatory proposal with the relevant authorities. Develop an operational guide or manual for the application of the guidelines, practically establishing procedures, responsibilities, and mechanisms for their implementation by ETAs and other competent actors. Undertake other technical activities related to the consultancy's objective as agreed with the Vice-Ministry and UNICEF during its implementation.
Work Experience
Minimum of 5 years of professional experience in policy development, legal analysis, or program management related to early childhood development, social services, or public administration. Experience working with government institutions and international organizations is desirable.
