Job Purpose
The consultancy aims to provide technical assistance to the Vice-Ministry of Equal Opportunities to update the Strategy for the Promotion of Active and Co-responsible Fatherhood. This strategy, developed within the framework of the Plurinational Public Policy for the Integral Development of Early Childhood, needs adaptation to the new institutional and competence structure of the State. The goal is to strengthen its implementation viability by reviewing progress and experiences, updating institutional roles and responsibilities, and generating intersectoral agreements with competent authorities. The consultant will ensure the strategy is relevant, actionable, and supported by key stakeholders for effective implementation.
Responsibilities
The consultant will develop and agree on a work plan, methodology, and timeline with UNICEF and the Vice-Ministry's Child team. This includes reviewing the existing Strategy for the Promotion of Active and Co-responsible Fatherhood and its implementation plan, identifying areas for update. The consultant will systematize progress, experiences, and lessons learned from promotion actions in health, education, protection, and other relevant sectors. An updated analysis of the institutional and competence framework, considering the new State structure, will be conducted, identifying attributions, responsibilities, and coordination mechanisms. Objectives, strategic lines, actions, target population, institutional responsibilities, implementation mechanisms, communication, monitoring, and sustainability of the Strategy will be revised and updated. Technical meetings will be organized and facilitated with relevant ministries and entities to review the updated proposal and establish agreements on roles and implementation mechanisms. The consultant will incorporate agreed-upon changes into the final updated version of the Strategy and update the implementation plan, prioritizing feasible short and medium-term actions and identifying responsible parties and coordination mechanisms. A roadmap for implementation and institutionalization of the Strategy, including recommendations for approval, dissemination, implementation, and monitoring, will be developed. Other technical activities related to the consultancy's objective may be undertaken as agreed.
Work Experience
Minimum of 5 years of professional experience in programme development, policy analysis, and implementation, particularly in areas related to child development, gender equality, and social protection. Experience working with government institutions and international organizations is required.
