Job Purpose
The consultancy aims to provide technical assistance to the Vice-Ministry of Equality of Opportunities for the update, training, and support in the implementation of the Comprehensive Protocol and Critical Route for the Approach and Emergency Care of Children from 0 to 5 Years Victims of Sexual Violence and Domestic Violence. This protocol, developed within the framework of the Plurinational Public Policy for the Integral Development of Early Childhood, needs to be adapted to the new institutional and competence structure of the State. The goal is to strengthen its viability for implementation through the review of progress and experiences, updating institutional roles and responsibilities, and generating intersectoral agreements with competent bodies.
Responsibilities
Develop and agree on a work plan, including methodology, timeline, activities, and deliverables, in coordination with UNICEF and the Child Protection team of the Vice-Ministry of Equality of Opportunities. Review the previously developed Comprehensive Protocol and Critical Route for the Approach and Emergency Care of Children from 0 to 5 Years Victims of Sexual Violence and Domestic Violence, identifying technical, normative, and institutional aspects requiring updates. Update the Comprehensive Protocol and Critical Route, adapting its content, terminology, roles, responsibilities, and coordination mechanisms to the new institutional structure of the State and the current normative and competence framework. Coordinate and facilitate inter-institutional review and validation technical meetings with competent bodies, incorporating contributions and agreements from the updated version. Provide technical assistance to the Vice-Ministry of Equality of Opportunities in managing the approval of the Comprehensive Protocol and Critical Route, including preparing or adjusting necessary technical documents. Design a training package for the application of the Comprehensive Protocol and Critical Route, including methodology, content, practical tools, exercises, and case studies. Conduct training processes for public servants and actors from institutions responsible for the care, protection, and rights restitution of children from 0 to 5 years victims of violence. Provide technical support to prioritized institutions and actors to strengthen the practical application of the Protocol and Critical Route and identify gaps, difficulties, and areas for improvement. Facilitate inter-institutional coordination spaces to strengthen collaboration, clarify roles and responsibilities, and improve referral and care mechanisms. Systematize inter-institutional agreements and commitments to promote the application and sustainability of the Protocol and Critical Route. Develop a roadmap for the continuity and progressive expansion of its implementation, incorporating key results, lessons learned, gaps, and recommendations from the training and support process. Undertake other technical activities directly linked to the consultancy's objectives and deliverables as agreed with the Vice-Ministry of Equality of Opportunities and UNICEF.
Work Experience
At least 5 years of professional experience in child protection, violence prevention, or related fields. Experience in protocol development, training, and inter-institutional coordination is essential. Experience working with government institutions and international organizations is desirable.
