Job Purpose
The Chief, Child Protection is responsible for managing and supervising all stages of child protection programmes and projects. This involves strategic planning, formulation, and delivery of concrete and sustainable contributions to national and international efforts. The role aims to create a protective environment for children against all harm and to safeguard their rights to survival, development, and well-being, in alignment with the Convention on the Rights of the Child and international frameworks. The Chief will lead initiatives to address widespread violence against children, child marriage, and child labour in Madagascar, working to overcome social and cultural barriers and improve access to protection services, particularly for vulnerable populations in remote areas.
Responsibilities
The Chief, Child Protection will lead the development, implementation, and monitoring of child protection strategies and programmes in Madagascar, focusing on preventing and responding to violence, abuse, neglect, and exploitation. This includes managing programme staff, providing technical guidance, and fostering partnerships with government ministries, NGOs, and other stakeholders to strengthen national child protection systems. The role involves advocating for policy changes, raising awareness about children's rights, and ensuring that programmes are evidence-based and responsive to the specific needs of children, particularly those in vulnerable situations. The Chief will also be responsible for resource mobilization, budget management, and reporting on programme performance, ensuring accountability and effective use of resources. Furthermore, the position requires staying abreast of emerging child protection issues and trends, adapting strategies accordingly, and contributing to UNICEF's global child protection agenda.
Work Experience
A minimum of five years of professional experience in child protection, social development, or a related field, with at least two years in a developing country context. Experience in programme management, policy advocacy, and working with government and civil society partners is essential.
