International Consultant for Assessment of the IMPAK caregiver programme

Job Purpose
This consultancy aims to assess the IMPAK caregiver programme in Selangor, Malaysia, as part of the state's Care Economy Policy and Early Childhood Development Policy. The objective is to strengthen support for caregivers and foster the growth of the care workforce, encompassing both informal and paid care workers. The consultant will evaluate the programme's effectiveness in supporting women's labour force participation by addressing caregiving responsibilities and improving early childhood development outcomes, including nutrition and access to quality childcare. This role is crucial for understanding and enhancing the impact of interventions designed to support families and children.
Responsibilities
Conduct a comprehensive assessment of the IMPAK caregiver programme in Selangor, evaluating its alignment with the Care Economy Policy and Early Childhood Development Policy. Analyze the programme's effectiveness in supporting women's labour force participation and improving early childhood development outcomes, including nutrition and access to quality childcare. Strengthen support for caregivers and foster the growth of the care workforce, assessing both informal and paid care workers. Utilize mixed-methods research, including analyzing surveys, conducting stakeholder engagements, and organizing/analyzing data from focus groups and key informant interviews. Assess training programmes and adult learning approaches, with a preference for experience in evaluating caregiver training programmes or social care services. Analyze programme contributions to behavioral change and assess disability-inclusive care and support systems. Provide strong technical expertise for evaluation and assessment, and utilize interpersonal skills to engage with ministries, agencies, parliamentarians, and academics.
Work Experience
At least 8 years of relevant work experience in early childhood development, with experience in impact evaluation and mixed-methods research being highly desirable.
