Job Purpose
The purpose of this consultancy is to provide international expertise for the Institutional Analysis, Reengineering, and Organizational Strengthening of the Ministry of Education in Bolivia. The consultant will collaborate with the Ministry to define objectives, priorities, scope, and strategic direction for institutional reengineering, aligning with the new Educational Reform agenda and national context. This involves conducting a strategic diagnosis of the current institutional model, identifying key institutional gaps, challenges, and opportunities that impact the Ministry's rector role and its ability to respond to current and future sector priorities. The ultimate goal is to enhance the Ministry's capacity and effectiveness in leading and managing the educational sector.
Responsibilities
The consultant will be responsible for establishing, in conjunction with the Ministry, the objectives, priorities, criteria, and scope of the institutional reengineering process, considering the Ministry's vision, the new Educational Reform agenda, and the national context. A strategic diagnosis of the current institutional model will be conducted, analyzing its structure, functions, processes, coordination and decision-making mechanisms, capabilities, resources, and articulation with the Plurinational Educational System. The consultant will identify and prioritize institutional gaps, challenges, and opportunities affecting the Ministry's leadership role and its response to sector priorities. This includes formulating and evaluating transformation alternatives, strategic recommendations, and roadmaps for institutional change. The consultant will also design and facilitate participatory processes for analysis, alternative development, and decision-making, providing strategic advice to public entities and high-level decision-makers, preferably in institutional reform or transformation processes. Experience in educational ministries, educational systems, or complex public institutions, particularly in Bolivia or Latin America, is highly desirable.
Work Experience
Minimum 7 years of relevant professional experience in institutional diagnosis, reengineering, transformation, organizational strengthening, or public sector modernization. This includes demonstrated experience in strategic institutional transformation, analysis of institutional models, structures, functions, processes, capabilities, and management models, as well as formulating and evaluating transformation alternatives and strategic roadmaps.
